I am wondering if in some ways you are saying we are starting from ground zero.

Not only--you have talked about the readers and the other issues that have been there, but with folks who have been working at our ports for 12, 15, even 20 years, erroneously being flagged.

The reason I ask is because I have had conversations with many of our maritime workers that I have seen in our States.
