I rise to point a couple points of clarification. And I appreciate the gentlewoman from Texas and her comments, but she did say that this amendment would require finding $120 million of offsets somewhere else, regardless of whether there was any money that was ever authorized for this particular grant project. In fact, that is not the case. On line 4 of the amendment, it says that, ``any other provision that results in costs to the Federal Government.'' So it would require that the Congress had determined that, yes, there should be money spent for these grant projects, and then the equal amount of offset money would need to be found.
