I do want to point out the larger picture, the bigger picture we are talking about here, and that is the issue of fiscal responsibility and the issue of responsibly spending taxpayer money, hard-earned American taxpayer money. I would point out to the gentleman and to my colleagues that on page 302, 303, 304, and 305 of the report of the Committee on Appropriations, there is a paragraph that is headed ``Appropriations Not Authorized By Law.'' I would suggest that we revisit these items and require that they be authorized.
