just by way of clarification, I appreciate the gentleman's comments, and budgets are difficult, there is no doubt about it, and they say where we are in the priorities. Just by way of clarification, this fund is not for the talented and gifted program. This fund is to find high quality teachers and reward high quality teachers who increase achievement in schools and increase achievement in closing that gap.
