I understand this is an authorizing piece of legislation; it is not requiring the money to be spent; and that we have the Appropriations Committees to do that. But I would suggest to my colleagues that this is a matter of principle. It is a matter of principle, and it is a matter of making the statement now that we believe that, if we are going to spend money for this project and we believe that it is a priority, that we ought to find the money elsewhere in order to cover that so that we do not increase the deficit.
