I think it's absolutely vital that victims of -- domestic violence and others, anybody, we need a system in place that ensures that individuals are either not priced out of the market --

So wouldn't we as a compassionate society step back and say, 'OK, that's a real problem and we need to address it.' That's what we're trying to do.

We have, in essence, transferred over the past 30 to 40 years the treatment of mental health individuals... to a remarkably substandard care in our criminal justice system.
