it is a real privilege to be here tonight to talk to my colleagues as well as people all across America about what is going to happen in this Chamber tomorrow. This is going to be another in a series of very important budgets to be presented here tomorrow that once again we will have the opportunity in this Chamber to show the American people that we are serious about fiscal responsibility. Because tomorrow we are once again going to have a budget that achieves balance. We are not going to spend more money than we take in. In fact, we are going to take in more money than we are going to spend. We have heard a lot of conversation here tonight about a surplus. Well, that surplus means that we have more money on hand than what we are going to spend, but really, when there is a $5.5 trillion debt that this country owes we do not really have a real surplus. We only have a surplus when we finally get to the day when we pay that debt off.
