Mr. President, I rise today to pay tribute to an invaluable member of my staff on the Select Committee on Intelligence, Andrew Kerr. Andrew has been a familiar face around the committee for the last 7 years, but he will leave us shortly to return to the State Department. I am honored to have the opportunity to thank Andrew for his service on the committee, and I want to publicly note my appreciation for his outstanding work. Since becoming the vice chairman of the committee in 2011, I have often looked to Andrew for guidance and counsel on intelligence and counterterrorism matters. Despite the successes or shortcomings of the intelligence community, Andrew has always provided grounded and dependable advice. He has also done extensive oversight work designed to reduce excessive spending and encourage efficiency in the intelligence community. Andrew is a dedicated public servant and I am sure the State Department is happy to have him return. His presence will be missed on the committee and in the Senate, but I want to wish him well as he returns to the Executive branch. Thanks Andrew, for a job well done.
