H.R. 1670, the Federal Acquisition Reform Act of 1995, which Chairman Spence introduced along with Chairman Clinger and a number of other distinguished Members, will revamp the current regulatory morass which passes for an acquisition system. A significant part of the reform in H.R. 1670 concerns the consolidation of title IV of the 11 different agency administrative tribunals which currently resolve contract disputes and the two bid protests into two boards--one in the Department of Defense to handle DOD protests and disputes and one in the General Services Administration to handle civilian agency protests and disputes. A single set of efficient procedures will govern both. The House National Security Committee amendment I propose will further refine and streamline the procedures of the two boards with a special emphasis on the efficient, fair, and cost-effective resolution of protests. Complaints about the current bid protest process have come from the administration and from some segments of industry.
