What my amendment sought to do was to make a correction in an amendment that was presented at the full committee markup. At that markup, there was an amendment passed relative to the issue of payment limitation in the farm bill. Payment limitation in the farm bill doesn't mean a whole lot to anybody unless you are a farmer. Farmers, as long as they are treated equally, have no problem with the various farm programs we have under the farm bill. But what has happened with the payment limitation is we have rewritten the farm bill during the middle of the farm bill and that is not fair. What my amendment sought to do was to take one portion of the overall farm bill, which is the ethanol portion, and simply equalize payments to those growers of corn who participate in the ethanol program, add the payments they receive--and they don't receive them directly. We would have to figure out, through a complicated formula, how much they get, add the amount of money to their payment limitation portion so it would equalize.
