I agree with my friend. I think, as a general rule, partisan approaches are the wrong way. This is certainly not what my chairman desired. It is certainly not where any of us wanted to end up. When folks walk away from the table, it is where we do in fact end up. This is the start of the process. This is not the end of the process. I regret the way that this has sorted out for my ag friends. But we can't do nothing because folks have gotten up and walked away from the table. We have to continue to do what our constituents have asked us to do, and this is a good step in that direction. Mr. Speaker, I reserve the balance of my time. Mr. McGOVERN. Mr. Speaker, I yield 3 minutes to the gentleman from Colorado (Mr. Polis), a distinguished member of the Rules Committee.
