While I appreciate the accolades of my friend from Massachusetts, the truth is I am not an expert on this bill. The Transportation Committee is staffed with those experts at a staff level and at an elected Member level. At this time, Mr. Speaker, it is my pleasure to yield 5 minutes to the gentleman from California (Mr. Denham), who has been a leader on the Transportation Committee, not looking for Republican solutions and not looking for Democratic solutions, but looking for commonsense solutions and then selling those to his colleagues on both sides.
