There's a reason that we're spending so much time talking about things other than the underlying bill, other than the rule. The reason is because the rule is a good rule, and the bill is a good bill. We can use this time for the political theater that my friend from Massachusetts appears to disdain, but I would say he's got a talent for it and he should not disdain it so rapidly. Mr. Speaker, we handled the sequester in May. I hope whenever my friend from Massachusetts refers to his friends on the other side, he means the other side of the Chamber, not the other side of this House, because we, you and I, acted, Mr. Speaker, to solve those issues. Mr. McGOVERN. Will the gentleman yield?
