The text of the amendment is as follows: Page 5, line 25, strike ``that--'' and insert ``that does not have in effect an agreement with the State that issued the license or permit providing for reciprocal treatment of such licenses or permits issued by the 2 States, and that-- ''. The Acting CHAIR. Pursuant to House Resolution 463, the gentleman from Georgia (Mr. Woodall) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Georgia.
