Reclaiming my time from my friend, I would say reaching out and bringing folks into the program who do not qualify for the program. The rules for the program are clear, Mr. Speaker. If you qualify for food stamps, I am the first one who wants you to have it. If you qualify for the SNAP program, under SNAP program rules, you should get food stamps. Mr. McGOVERN.
