I'm aware of the Appropriations Committee 302(b) allocations. And what I'm aware of, Mr. Speaker, is that we have to have those allocations to begin the process. The gentleman is talking about where we are going to finish the process on October 1. I'm trying to get it started today. The gentleman knows that we can't get started.
