I thank the gentlewoman. Candidly, I am certainly on the other side of that issue. I understand that somebody is going to win and somebody is going to lose, but I think the process is always better when we allow everyone's ideas to come to the floor, and that is one of the things this rule does, and I am very grateful that we have been able to do that. I thank my friend. Mr. Speaker, I yield 5 minutes to the gentleman from Oklahoma (Mr. Cole), a member of the Rules Committee, a member of the Budget Committee, and a member of the Appropriations Committee.
