As a Virginian and as an American, I am proud to rise again today in support of the confirmation of Judge Roger Gregory. I am also proud to see that Members of both parties in the Senate and President Bush have risen above the past procedural aggravation and have acted in a statesmanlike manner. It is my belief that in Roger Gregory the Fourth Circuit and indeed America have a well-respected and honorable jurist who will administer justice with integrity and dignity. He will, in my judgment, decide cases based upon and in adherence to duly adopted laws and the Constitution. He is the first African-American to serve on the Fourth Circuit Court of Appeals. This is a good and historic vote we are about to take.
