In a nutshell, what the Republican leadership is trying to do is to place restrictions on and to gag people who contribute a few bucks a month for political activities that are not just activities related to Federal candidates, but just their own union. At the same time, they are tripling the limits that wealthy individuals can give to the national parties. That is an embarrassment.
