I do believe in the United States Constitution, and I think sometimes that the Republican majority in this House thinks that the U.S. Constitution is a draft document that needs constant revision. Our Founding Fathers set up a document that establishes a balance between the branches and establishes majority rule on those issues of substance that come before this particular body. There is a difference. As the gentleman from Massachusetts pointed out earlier, there is a difference between those rules laid out in the Constitution that govern how we operate here and the matters that relate to what working families in this country have to deal with.
