I think the proper number, if we could determine one, is different for different districts. I was talking about how varied the districts may be. In some districts, it is now the practice for very large amounts, maybe 70, maybe 80, maybe more percent that money may come from out of district. In some districts, that may be the only way to fund a congressional campaign. So what is right for that district is not what is right for the district of the gentleman from Connecticut (Mr. Shays) or my district or the gentleman from California's district. When we sit here with a great variety of districts around the country and try to come up with one number, I think we are on a chase that is not going to lead us in a healthy direction. It is not going to get us to pass a campaign reform bill. I think it is a mistake.
