The text of the amendment is as follows: At the end of the bill (before the short title), insert the following: Sec. __. None of the funds made available by this Act may be used to-- (1) finalize, implement, or enforce the proposed rule entitled ``Retirement Security Rule: Definition of an Investment Advice Fiduciary'' (88 Fed. Reg. 75890 (November 3, 2023)) or any substantially similar rule; or (2) to promulgate or enforce any new regulation, rule, or guidance with respect to the definition or application of the term ``fiduciary'' under section 3(21) of the Employee Retirement Income Security Act of 1974 (29 U.S.C. 1002(21)).
