“I will simply say the compassionate speeches we have heard are interesting and certainly true. Earlier today we had Senator Kennedy's amendment, which will give billions of additional dollars to localities for teachers so that children can have more individualized attention, or whether it is paying teachers more, or for teacher development, or stipends. That is a very good idea to empower local school boards to meet local needs as regards teachers.”
