“Now for one of the few times in our history as a country, we are sitting with a surplus, driven by the hard work of the American people and the fact that this economy has been growing extraordinarily rapidly by historical standards over the last 8 years. This is a moment of opportunity, a moment of opportunity to meet our obligations as a Federal Government to the States, to the school districts, to the children, to the parents and to the teachers to provide a better education not just for special ed students but for all students. If the Republican tax cut becomes law in the form in which it passed the House today, that opportunity will be lost and it may be lost for a decade. That is why this is such an important issue.”
