Before the gentleman describes the Democratic plan, and I know he wants to do that, but the gentleman from Massachusetts made a good point and I cannot resist going back to it for a moment, because back in the campaign for President, the current President said during a time of great economic prosperity that what this country needed was a huge tax cut. He said, ``It's not the government's money. It's your money.'' Eventually, 5 months after he was put in office, the tax cut went through. Of course by the time the tax cut went through, we were slipping into a recession. And then the argument was not that the tax cut will not overstimulate the economy, it was that the tax cut will help stimulate the economy. So whether we were talking in times of prosperity and budget surpluses or whether we are talking about a time of a bit of a recession and budget deficits, in any case the solution is always the same, ``What we really need is a tax cut.''
