I had a couple of thoughts that were triggered by the gentleman's comments. First of all, the gentleman from Wisconsin is correct. It was the Republicans insisting on using CBO numbers and not OMB numbers because they said then the CBO numbers were more accurate than the OMB numbers. The same holds true today.
