“I am happy to work through those issues with my colleague. It is certainly not our intent to hold the comptroller of any institution liable. We have felt that this amendment would apply only to for-profit institutions and not to any public universities or nonprofits. But if it is written in a way to apply to everyone, it should only apply to those who are owners in the sense that they own stock in the institution. That is the intention.”
