Mr. Allen moves to recommit the bill H.R. 4 to the Committee on Armed Services with instructions to report the same back to the House forthwith with the following amendment: Strike all after the enacting clause and insert the following: That it is the policy of the United States to deploy a ground-based national missile defense, with funding subject to the annual authorization of appropriations and the annual appropriation of funds for National Missile Defense, that-- (1) has been demonstrated to be operationally effective against the threat as defined as of the time of such deployment and as projected for a reasonable period of time thereafter; (2) does not diminish the overall national security of the United States by jeopardizing other efforts to reduce threats to the United States, including negotiated reductions in Russian nuclear forces; and (3) is affordable and does not compromise the ability of the uniformed service chiefs and the commanders of the regional unified commands to meet their requirements for operational readiness, quality of life of the troops, programmed modernization of weapons systems, and the deployment of planned theater missile defenses.
