Today I rise in support of H.R. 4775, the Ozone Standards Implementation Act. Under the Clean Air Act, the EPA has used the National Ambient Air Quality Standards to impose costly and burdensome regulations on American manufacturers and the American people. By the EPA choosing to lower the NAAQ Standards further, many businesses will suffer while still struggling to meet the original standard. American businesses have already spent billions of dollars and years of planning to meet the 75 parts per billion original standard and will now find themselves unable to meet the new requirements. We can't and shouldn't change the rules in the middle of the game. Businesses across America and in Georgia 12, like many paper mills and manufacturing plants that are economic drivers in our area, have already spent billions to make our air cleaner. H.R. 4775 ensures that States and counties have the needed flexibility and time to comply with these standards while keeping our air clean and safe. I am proud to support this bill and commend my colleagues in the House for passing it this week. ____________________
