I do not come here tonight with any enthusiasm. I am a member of the Committee on Government Reform and Oversight, and I have to say, it has been a discouraging year-and-a-half on that committee. There are matters here that need to be investigated and fully investigated, but it is clear to me that the committee has failed to conduct a professional and competent investigation under Chairman Burton's leadership. I have heard the chair and other members of the majority party say that there are Democrats who are stonewalling, who are trying to prevent the committee from getting at the truth. They point to the fact that a couple of weeks ago all of us Democrats on the committee voted against granting immunity for several witnesses. I want to talk about that tonight, because there were good reasons for us to vote against immunity a couple of weeks ago, and there are very good reasons why I expect we will do the same tomorrow.
