I would like to close with a final quote from Senator Daschle that he made in September 1999: ``It is so incredibly unfair to me that they would continue to persist in the determination not to allow these very qualified people to even have a vote.'' Mr. President, that is what all of this is about. Tomorrow morning we will have a chance to end debate on these nominees and allow for fair up or down votes. In addition we will be able to determine the veracity, truth, and sincerity of our colleagues that I have previously quoted. If they were willing to tell the truth 3 or 4 years ago, they will have an opportunity to stop this spiral of unfair actions and delays which only bring more retaliation and more delays. Senators will then be upholding the Constitution and will be accounting to their constituents, as well as giving fairness to the nominees. I thank the President and I thank my colleagues.
