You can go camping. You might have an emergency you are dealing with. You might have a graduation. Again, the point I am making is the principal distinction, and it appears so often between our two sides, is that the legislation of the Senator from Missouri leaves the choice to the worker and his or her family, the choice about time-and-a-half or trading the time-and-a-half. Their view is that it has to be managed by the Government or by Secretary Shalala. I just don't think they can figure out what the requirements and needs are of each one of those workers all across the land from Missouri to Georgia to Nome, AK.
