Mr. President, 70 percent of the 14 million families, 11 million families who open these accounts will have students in public schools... Fifty percent of the money will support children in public schools, and 50 percent will support children in private schools or home schools. The other side will try to infer that this is a voucher. Vouchers are the redistribution of public money.
