Would the Senator from Missouri think it reasonable that a person who is "unemployed" within the meaning of the manager's amendment would have to show some written proof from an unemployment office or other entity proving that he or she is unemployed and looking for a job? Or that a person who has been the "victim of fraud" would be required to show some written proof of the fraud? Like credit card records showing that someone used his or her credit cards?
