We have just spent over an hour discussing a real bullet that is not a sense of the Senate, it is a real bullet that would free up over $10 billion to local schools to take care of whatever issue they have. If it is like the Senator from Missouri said, they had to have new classrooms before they could hire new teachers. They could not use the teachers if they did not get the classrooms. The Gorton amendment which has just been discussed would send over $10 billion to local schools to do just what the Senator from Washington wants to have done. They would be in a position and be freed to have resources to reduce their class size or to make more efficient the facilities for teaching in these local school districts.
