Last week, we heard members of the other party come to this floor and talk over and over again about the oil companies have thousands of acres that they already have leased and that they are not drilling in them. It's my understanding that a lot of this is land that the oil companies just leased up so that they would have the prerogative to be able to do so in the future. I think this is correct, is that not so?
