I was going to introduce another amendment to this same program which would have been a decrease of just 10 percent of the increase. As I see things going on here today, we can't even cut out $115,000. Cutting out $11 million, I'm sure, is out of the question for my colleagues. Madam Chair, we've just got to stop this outrageous spending here in Washington. So I'm not going to offer the other one. I would anticipate a point of order being brought against it, and rightfully so. So I'm not going to introduce that amendment. I just ask my colleagues--and I hope that they hear from Americans all over this country--to stop the spending. With that, I yield back the balance of my time. The Acting CHAIR. The Clerk will read. The Clerk read as follows: public housing operating fund For 2013 payments to public housing agencies for the operation and management of public housing, as authorized by section 9(e) of the United States Housing Act of 1937 (42 U.S.C. 1437g(e)), $4,524,000,000: Provided, That in determining public housing agencies', including Moving to Work agencies', calendar year 2013 funding allocations under this heading, the Secretary may, contingent on authorization, take into account the impact of changes in minimum rents, flat rents, and medical expense thresholds on public housing agencies' formula income levels. I think the policies of four administrations... have absolutely refused to secure our borders. To me, that is a National security issue.
