The budget resolution simply sets forth an annual framework of priorities, sets forth the framework for taxes and spending. It's one of the few pieces of legislation that Congress must pass annually. We're not seeing that happen. Since 1974 when Congress passed the Congressional Budget Act, which created the modern budget process, Congress has failed to enact a budget resolution only four times since 1974. This year will be the fifth. But it's the first time in history, the first time in history that the House does not make any attempt whatsoever, no attempt, to pass a first version of a budget bill--never since 1974 when the Congressional Budget Act was passed. That's just unconscionable.
