The text of the amendment is as follows: At the end of the bill (before the short title), insert the following: Sec. __. Each amount appropriated or otherwise made available by this Act, other than an amount required to be appropriated or otherwise made available by a provision of law, an amount made available under the heading ``United States Marshals Service'', an amount made available under the heading ``Federal Bureau of Investigation'', or an amount made available under the heading ``National Aeronautics and Space Administration'', is hereby reduced by 12.2 percent.
