Madam Speaker, I rise in support of H.R. 3820, the National Hazards Risk Reduction Act of 2010. Whether they come in the form of hurricanes, tornadoes, earthquakes, tsunamis, or other phenomena, natural hazards are infrequent and inevitable, and as illustrated by recent events in Haiti and in Chile, can be devastating to life and property. The infrequency of such events is, of course, no excuse for complacency in taking steps to address them. The programs authorized in this legislation are the Federal Government's primary means of advancing science and technology to mitigate the risks of natural hazards. This legislation authorizes two programs--the National Earthquake Hazards Reduction Program, or NEHRP, and the National Windstorm Impact Reduction Program, NWIRP.
