This rule is not needed. The Supreme Court didn't tell you to make a new rule. It said that you could.

To me it is expanding the authority and reach of the EPA and that is the reason there is so much discontent.

As the Chairman of this Committee's Oversight Subcommittee, I value transparency and accountability.
