No, I don't have time to yield. The Acting CHAIRMAN (Mr. Fossella). The gentleman from Georgia (Mr. Deal) controls the time. {time} 1400 With all due respect to my good friend, Mr. Scott, with whom I also served in the Georgia legislature, we are talking here about a portion of the act that was deemed to be temporary. That is why we are talking about an extension of it today, that alone, a temporary extension, something that was only 5 years in its initial duration, is now, 41 years later, being asked to make it for an additional 25 years. I would submit that the Norwood amendment needs to pass. It is a welcome improvement to the legislation.
