That is why we are talking about an extension of it today, that alone, a temporary extension, something that was only 5 years in its initial duration, is now, 41 years later, being asked to make it for an additional 25 years. I would submit that the Norwood amendment needs to pass. It is a welcome improvement to the legislation.
