I rise as the designee of Chairman Goodlatte, and I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 16, line 2, insert after ``otherwise prohibited by law'' the following: ``(other than section 552a of title 5, United States Code)''. The Acting CHAIR. Pursuant to House Resolution 577, the gentleman from Georgia (Mr. Collins) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Georgia.
