Mr. Speaker, I reserve the balance of my time. Mr. McGOVERN. Mr. Speaker, I am going to urge that we defeat the previous question. If we do defeat the previous question, I am going to offer an amendment to the rule to bring up a resolution that would require the Republican majority to stop its partisan games and finally hold hearings on the President's budget proposal. I don't know why this is so controversial. We ought to have a hearing, and we ought to talk about various ideas on how to deal with our budget. The President of the United States is entitled to have a hearing up here in the House of Representatives. I urge my colleagues again not to follow suit of the Senate, which is, again, blocking any hearings on a new Supreme Court nominee. Mr. Speaker, I ask unanimous consent to insert the text of the amendment in the Record, along with extraneous material, immediately prior to the vote on the previous question.
