I don't believe, as was just stated, that there is a nefarious plot here. It is to get government doing the regulation it should with transparency--and that is what needs to be done--and have Congress do what it should be doing, and that is writing laws and having the regulatory process start from here. That is simply what we are looking at. If that is too much, I understand. Mr. Chairman, I yield 5 minutes to the gentleman from Utah (Mr. Stewart).
