Mr. Speaker, I find it a great privilege to stand here and really not believe that a bill that protects the interests of Americans I find never is unnecessary. In fact, I find it needed at this point. Mr. Speaker, I yield 3 minutes to the gentleman from Mississippi (Mr. Palazzo).
