I reserve the balance of my time. Mr. McGOVERN. Mr. Speaker, the reason why we are trying to bring this to the floor by way of defeating the previous question is because the Republican majority in this House had basically locked everything down so we can't get important bills to the floor. We can't even get amendments to the underlying bill that we are debating here today. It is really unfortunate and sad for this institution. Mr. Speaker, I yield 3 minutes to the gentleman from Texas (Mr. Doggett).
