The federal rulemaking process was founded on principles of open government and public participation. We are pleased, therefore, that the House is voting on a comprehensive regulatory reform bill, H.R. 712, the ``Sunshine for Regulatory Decrees and Settlements Act,'' which would take important steps to stop the abusive practice known as ``sue and settle'' and give the public and affected parties a greater ability to know about potential rulemakings and to participate.
