Again, I appreciate the gentleman's concern. My concern is that the underlying bill already addresses this with sufficient funding. This amendment or anything like it was not offered in committee and not brought up in the discussions of this. I don't doubt the sincerity of the need in this, but we do believe that the underlying bill would cover it, so for that reason, I would oppose it. I appreciate the gentleman's concern, and I am sure there are other ways that we could work it out, but we do believe the bill itself would cover that. Mr. Chair, I reserve the balance of my time.
