I appreciate the comments, especially of my friend from Rhode Island. I would agree in principle with the Meese amendment as well. The problem is that, through the Clinton administration and through preceding administrations, it has been watered down. I would actually go back to that. The problem is lack of transparency and the lack of a coherent voice here as we go further, but I do appreciate the comments.
